Wilson County board approves $1.5 million state funding adjustment, awards $2 million design contract and 1% supplement

The Wilson County Board of Education on Feb. 17 voted to approve a series of administrative actions, including budget amendments that raised the district's state expense fund by $1,500,000, awarding a $2,000,000 contract for architectural services for the new Frederick Douglass Elementary School, and implementing a 1% supplement increase for all certified and classified personnel, effective immediately.
Board member Mr. Burton presented the administrative services committee's report and moved the budget amendments, which the board approved without recorded opposition. The amendments included a $1,500,000 increase to the state expense fund and $65,564 to the federal expense fund. Notable line-item increases called out by administration included a $80,764 increase for third-grade “Read to Achieve” teacher bonuses; $148,430 for principal and other teacher performance bonuses; $145,342 for summer reading camp supplies and materials; and $118,214 for supplies and materials for children with disabilities. Administration also reported an additional $9,003 in federal funds distributed by the North Carolina Department of Public Instruction to local education agencies for prior-year allocations.
On facilities, the board voted to approve a contract with Oakley Collier Architects to provide design and architectural services for the replacement Frederick Douglass Elementary School. The motion to approve the contract — moved by Mr. Breen and seconded by Dr. Fitch — passed on voice vote. The contract amount was stated as $2,000,000.
The board also approved the calendar for budget development for the 2025–26 cycle, a yearly schedule that leads to the district's presentation to the county commissioners in May.
Finally, the board approved a 1% supplement increase for all certified and classified personnel, effective immediately, and authorized administration to proceed with development of a tier-based flat-rate supplement schedule. The motion was moved by Mr. Breen and seconded by Mr. Batts, and the board approved the change on voice vote.
Minutes from the meeting reflect that each of these items was moved, seconded and adopted by the board during the administrative services committee portion of the agenda. No roll-call tallies with member-by-member votes were recorded in the public transcript; votes were taken by voice and recorded as “ayes have it.”
Board members who participated in these motions included Mr. Breen, Mr. Batts, Mr. Burton and Dr. Fitch; administration presented the staff recommendations. The board adjourned the public portion of business after completing committee reports and moved to additional agenda items later in the meeting.
The actions will be processed by district administration as directed; the contract with Oakley Collier and the supplement implementation will require administrative steps before payments or work orders are issued.
