Investment policy resolution City Finance Director (interim) Johnson briefed the council on the city's investment policy, which is used to maintain compliance with the Public Funds Investment Act and to outline permitted investments and reporting requirements. Staff reported no changes were made to the policy from the prior year and recommended adoption. Mayor Pro Tem Weisz moved to adopt Resolution 205655 (investment policy); Councilmember McDonough seconded and the council approved the resolution.
Quincy Street reconstruction contract and other items The council also awarded a pavement reconstruction contract for a portion of Quincy Street to Thrasher Incorporated. The city listed an engineer's opinion of probable cost of $692,919; Thrasher's low bid was $601,003.54. The motion to award the bid was moved by Councilmember McDonough and seconded by Councilmember Dickerson.
Executive session The council recessed into executive session under Texas Government Code Section 551.087 to discuss an economic development incentive; upon returning to open session the mayor announced there was no action required as a result of the closed session.
All motions recorded at the meeting were announced by the mayor as passing with six in favor; the transcript records a "vote of six" and describes the measures as unanimously approved on second reading when indicated. The meeting minutes should be consulted for full roll-call details and any recorded dissent or absences.
