Juvenile justice, community supervision ask for clinician pay increases, facility and reporting‑center capacity

Officials from the Department of Juvenile Justice and the Department of Community Supervision presented several FY26 budget asks to the House Appropriations Committee focused on workforce retention, clinician pay and facility capacity.
A Juvenile Justice representative said requests to increase rates for psychologists and psychiatrists total $1,200,000 across YDC programs to help hire and retain clinicians; the department cited mental‑health caseloads of 59% in some RYDCs and 73% in YDCs as context for the request.
The juvenile system also presented a $3,500,000 capital request for the Muskogee YDC (tracked on capital bonds), and other line items the representative said were on the bond list.
A Community Supervision representative described three items carried forward from the amended budget: continued funding for the Milledgeville office lease transition, an annualized funding request to support retention and recurring costs for 50 CSO1 positions (the amount cited was roughly $4,800,000) and a request to expand the Columbus day‑reporting center from an 8,200‑square‑foot leased space to a 12,500‑square‑foot state‑owned facility. The presenter said the expanded reporting center is a long‑standing prison‑diversion program that local judges and stakeholders support and warned that without expansion the program’s census could fall by about 50%.
Committee members asked whether operating costs covered in the amended budget would need continuation in FY26; the Community Supervision representative said some carryover will be required and that funding vacant positions temporarily has been used historically to meet operations while recruiting.
No committee votes were taken during the hearing.
