Council updates ordinance-publication rules to align with state notice website, eliminating required newspaper publication

The Payson City Council on Feb. 5 approved amendments to local code provisions on when ordinances and resolutions take effect, aligning city practice with state law and removing an explicit requirement to publish ordinances in a newspaper.
City staff explained that state law no longer requires newspaper publication for ordinances and that posting on the state public notice website, the city website and other public posting methods satisfies the notice requirements. The amendments clean up strikeouts and added language in the city code (cited in the packet as titles 1.08 0.04 and 2.24 0.01 in the packet) to reflect current practice. Staff noted the change reduces publishing costs.
Council members approved the package by motion and roll-call vote. The change affects the mechanics by which adopted ordinances become effective; the city will continue to make adopted ordinances publicly available through the state public notice site and on the city’s own web pages.
