Payson approves interlocal agreement with Utah County for High Line Canal trailhead property

The Payson City Council voted Feb. 5 to approve an interlocal agreement with Utah County that formalizes the county’s commitment to pay half the acquisition cost for the Vincent property and to partner on the future High Line Canal trailhead and park development.
City staff told the council the city has closed on the Vincent property and that Utah County has agreed to pay half of the acquisition cost. The agreement establishes cost-sharing and anticipates that design and construction will proceed when funds become available; staff indicated park construction is likely to occur around 2028 and that the county currently appears to have funds toward the project.
Councilors were told that the city will likely have maintenance responsibility for the park once it is built, and staff said a more detailed development plan and interlocal terms for construction would be returned to the council as funding and project planning progress.
A motion to approve the Utah County interlocal agreement carried by roll-call vote; staff said an invoice has been sent to the county and that the city has not yet received payment. No members of the public spoke on the item during the council’s consideration.
