Riley County adopts 2025 pay scales with 3.8% cost-of-living adjustment

Elizabeth Ford, human resources director, told commissioners the pay scales include elected and appointed officials, classified employees, professional staff and emergency medical services. Ford said the county added an "election specialist" position to Grade 8 in the published ranges and that hourly equivalents were included in the packet so hiring managers can match applicants' applicable experience to the correct entry rate.
Ford explained the COLA and the merit structure were set in prior years and remain unchanged for 2025, and that deputy stipends for certain elected offices remain in place; she cited a $3,000 stipend for some deputy positions such as the clerk's deputy. The resolutions formalize rates that staff will use for hiring and for payroll calculations, she said.
Commissioners asked for clarification about effective dates and payroll period mechanics. Ford said the pay rates are effective for the 2025 payroll year beginning with the pay period that includes Dec. 21, 2024, and described how the county's pay periods cause the effective date to fall within December pay cycles.
