Council members asked procedural questions about change-order limits and whether the Park Board had reviewed the specific additions. Staff explained the project was a unit‑price bid (rather than a lump‑sum bid) and that unit‑price contracts have different limits for change-order additions. Staff also emphasized that if unforeseen problems arose in the field (for example, a failing base requiring reconstruction) the city could remove lower‑priority items from the scope to remain within the project allowance.
Because the Park Board had previously approved the overall project budget but had not seen this specific change order list, councilmembers amended the motion to forward the proposed change order to the Park Board for review before the council takes final action. Council approved that referral.
Council and staff said the contractor is scheduled to start the base bid work imminently and that the change‑order work would be prioritized and managed to keep the project within the approved capital allocation. Staff advised the Park Board and city council on steps they would take if additional unforeseen work were required.
