Council approves Providence to lead Southwest lift-station project and awards construction bid to Geneva

The Providence City Council on Dec. 18 voted to have the city assume lead responsibility for the Southwest Sewer Lift Station project, and to award the construction contract to Geneva Construction (identified in discussion as the lowest responsive bidder).
City Manager Ryan told the council the project had been developed in partnership with a developer (Blackstone) but that Providence bids for the revised design were lower than prior contractor quotes. Ryan described design changes and value engineering: the proposal under city leadership calls for a shallower wet well than an earlier concept and a 6-inch force main back to the city sewer near the Zions Bank / credit union area. He summarized that pumps in the recommended design would be in the 15'to'15-20 horsepower range and that the city's revised approach was expected to save the group funds compared with earlier bids.
Engineers and contractors at the meeting said they obtained competitive bids (Geneva and another bidder were low on the 6-inch-option bid set). Council members asked technical questions about wet-well diameter and depth, the potential need for a second wet well for future capacity, how groundwater and sealing are handled, and whether the city's existing standby generator would be adequate. Staff acknowledged the generator question requires confirmation and said a separate generator expense is expected and would be a participating (impact) expense for the city.
Ryan told the council the project's estimated total cost was read during the presentation; the audio reads a figure that the staff characterized in the meeting presentation as "about 120,000,0.0" (as spoken on the record) and staff described the revised cost allocation and reimbursement structure as unchanged from earlier commitments. He said the city anticipates recovering impact fees from future development and that Providence's award and leadership of the project will not change the overall reimbursement total previously approved by the partners.
A motion to award the bid to Geneva Construction and to have Providence take the lead passed by voice vote. Council members asked staff to proceed quickly to meet the timeline and the city will finalize contract details and the reimbursement allocation with the developer partners after council direction.
