At its Dec. 10, 2024 meeting, the Indianola Planning and Zoning Commission reviewed a staff report on a proposed urban renewal area (URA) for the Village (Wesley Life) expansion and agreed that the proposal conforms with the Elevate Indianola comprehensive plan.
City staff summarized the project's executive summary: Wesley Life proposes a multi-phase expansion of the Village that staff described as a total capital investment of approximately $46 million. The proposal, as presented in the staff summary, includes an additional independent-living building with roughly 56 units, expanded community and wellness facilities, parking improvements, renovations to existing spaces, and a number of new townhomes and independent-living units. Staff noted the URA discussion focuses on potential public infrastructure reimbursements only; because the development is residential, any URA/TIF reimbursements would be limited to publicly dedicated improvements (for example, roads and utilities), not building construction costs.
The item was presented as a conformance review (not an action item). Staff said the school district had been invited to comment but did not attend the scheduled meeting and that the development timeline and development-agreement work remain at varying stages of preparation. Commissioners acknowledged the report as consistent with the comprehensive plan; no formal vote or recommendation beyond the acknowledgment was recorded for this item.
Staff noted additional procedural requirements for a URA and related development agreement: public hearings, notices (including mailed notices and newspaper publication), coordination with taxing entities, and subsequent planning commission and council-level reviews before any TIF or development-agreement reimbursement would be finalized.
