The board action followed a request from Orange County Comptroller Phil Diamond, who told the commission his office received a confidential tip alleging potentially improper spending by the Supervisor of Elections and that his auditors were denied access to basic bank records when they went to the elections office to inspect them.
Diamond said his auditors asked for bank statements covering October and November and related transaction documentation after he was told a $1.1 million transfer had been made in early October to a nonprofit.
