San Miguel County public health reports steady services, expands radon testing and readies behavioral‑health strategic plan RFP

Public health director Grace Franklin told the San Miguel County Board of Commissioners on Jan. 29 that routine clinic services continued through 2024, the department expanded radon testing capacity and that staff recommends awarding a behavioral‑health strategic‑plan contract to a consultant scoring highest in the county’s review.

The department reported declines in clinic vaccinations overall after the county lengthened appointment times during an electronic health‑record transition and temporarily reduced nurse staffing in fall 2024. Franklin said the clinic did expand travel and routine immunization services, and county and the county medical center’s combined vaccinations remained roughly comparable to prior years.

Radon testing and environmental services Franklin said the county added lower‑sensitivity, single‑use radon test kits and purchased two additional monitoring devices after receiving $10,000 from the state, which helped reduce a backlog and increase community access. The county’s loaner monitor program grew from 19 uses in 2023 to 30 in 2024, and Franklin said the department is preparing public outreach for Radon Action Month in January.

Hazardous‑waste cleanup Franklin said San Miguel County typically hosts hazardous‑waste collection and related spring cleanup events on a multi‑year rotation; the county’s most recent joint Norwood/Telluride cleanup in 2022 cost roughly $28,000. For a combined Norwood and Telluride cleanup in the coming cycle, Franklin said the total will likely exceed that figure and asked whether the commission would support pursuing a joint event and cost estimate from the contractor. Commissioners asked staff to return with detailed cost estimates and participation data before authorizing funding.

Behavioral health strategic planning RFP Franklin reported the county received 17 proposals in response to an RFP for a county behavioral‑health strategic plan. A four‑person review panel — including two local collaborative members — ranked the Stedman Group (Denver) top among the finalists; other highly ranked firms included Government Performance Solutions. Franklin said the Stedman Group’s approach, experience and financial proposal made it the top scoring applicant. The contract will be brought to a future board meeting for formal approval and signature.
