The Agriculture, State & Public Lands & Water Resources Committee voted 7–2 to pass House Bill 153 with an amendment that changes numeric language in the draft and aligns statutory text.
Representative Eklund moved the amendment on page 6, line 9 to change a numeric figure from 5 to 3; Representative Banks seconded. The change was adopted and moved to a roll call vote on the amended bill.
During discussion, Representative Sherman urged caution and flagged fiscal consequences for counties and the state highway system. He described the bill as beneficial to the agricultural community but questioned how counties without large vehicle tax bases would be backfilled for lost revenue. Sherman said small rural counties would be most affected.
A transportation‑agency representative told the committee the earlier fiscal estimate was reduced after narrowing broad definitions in the bill. “Our estimated ... it's looking like anywhere between a $408,100,000 deficit at this point. So about half of what was predicted originally,” the agency representative said, characterizing the figure as an estimate that could change with final drafting.
Committee members debated the tradeoff between providing relief under the bill and the need to preserve revenue streams for county road maintenance. Representative Davis echoed concerns about existing deficits and the pressure on funds already strained.
On the roll call, the bill passed 7–2. Yes votes were recorded for Banks, Davis, Johnson, Otman, Schmidt, Strock and Chairman Winter; Representatives Eklund and Provenza voted no. The committee directed staff to incorporate the amendment language and to prepare the bill for floor consideration.
Why it matters: Members said the measure would aid agricultural vehicle owners but could reduce funds that support road maintenance, especially in rural counties with older vehicle fleets.
