Board debates proposed rewrite of Policy 011 on governance and leadership

Board members and several public commenters discussed proposed revisions to Policy 011, "Principles for Governance and Leadership," focusing on wording changes about the board's purpose, the superintendent's role, and whether the policy should emphasize students in its opening language.

President Conley and Director Emmick explained that the draft revisions were largely intended to update phrasing and to align terminology with current practice, moving some language within the document and clarifying delegation and ethical expectations for directors. Conley said the phrase describing the superintendent as having "a seat on the Board of School Directors of the District and the right to speak on all matters before the Board, but not to vote" was left in because it is drawn from state law; he emphasized that the draft did not intend to diminish the superintendent's role.

Public commenters had varying concerns: Kara Hetrick and Spring Davidson asked that the policy explicitly prioritize students and that dated phrasing be replaced with language emphasizing vision and goals. Director Whitmer and others proposed the insertion of the phrase "positively impact student success" in a bullet about allocating resources; Conley agreed to send the question to the Pennsylvania School Boards Association (PSBA) legal staff for an additional review.

The board treated the draft as a first reading and discussed timing. Members noted the policy would not be acted on that night and that a second reading would be scheduled before any final vote. Several directors asked for additional analysis from PSBA and for administrative staff to provide any context necessary before a formal action.

No formal vote on Policy 011 was taken at the meeting; the policy remains under review and will return for further board consideration.
