Council awards $152,642 contract for Westminster municipal pool locker room renovations

The Westminster Mayor and Common Council on Jan. 13, 2025 awarded a construction contract to Total Contracting Inc. for locker‑room renovations at the Westminster Municipal Pool in the amount staff recommended: $152,642.
Recreation and Parks Director J. Brewer told the council the pool’s locker rooms were built in 1984 and that the infrastructure is outdated and inefficient. The proposed renovations would replace deteriorated plumbing, sinks, toilets, flooring, exhaust fans, fixtures and faucets, and bring certain elements closer to current building and accessibility codes, including provisions under the Americans with Disabilities Act. Brewer said the upgrades will also improve water efficiency and reduce ongoing maintenance costs.
The city posted the request for bids on eMaryland Marketplace in October 2024 and received three bids ranging from $152,642 to about $380,000. After reference checks and proposal review, staff recommended the lowest responsive bidder, Total Contracting Inc., and noted the bid submission included thorough documentation and positive references. Council member Gilbert moved to award the contract; Mr. Dayhoff seconded. The council approved the award by voice vote.
Finance staff noted the cost can be covered by FY25 capital budget allocations and by savings realized on a separate HVAC project; council members thanked finance staff for budget memos that clarified funding sources.
Work is expected to begin after contract execution; the council did not specify a firm construction start date in the public meeting record.
