Board authorizes closeout of 2020 CDBG grant, transfers remaining funds to rapid rehousing

MADERA — The Board of Supervisors authorized county staff Tuesday to work with Self-Help Enterprises to finalize closeout of a 2020 Community Development Block Grant (CDBG-CV) and to submit required documentation to the California Department of Housing and Community Development.
Staff said the county received $200,000 under the grant to provide subsistence payments—mortgage, rent and utility assistance—for up to three consecutive months with no repayment required. To date the county aided 29 households with approximately $100,000 in payments; about $72,000 remains unspent and staff proposed transferring those remaining funds to the county’s rapid rehousing grant to support the Madera Rescue Mission triage center.
Speakers including supervisors praised the Rescue Mission’s tiny-home project and noted additional adjacent land purchased to expand capacity. Supervisor Rob McCauley said the program will not solve homelessness countywide but provides options for people willing to accept services.
The board opened the public hearing; no public comments were received online. The board approved the staff recommendation by roll call vote (5-0). Staff said they will work with Self-Help Enterprises and State Center Community Development Corporation to transfer remaining funds to rapid rehousing as permitted by program rules and submit required closeout reports to HCD.
