Council member Lavin said he supported referring the request but asked staff to ensure the applicant clears up conflicting materials: a November 2024 traffic analysis lists 36 townhomes while later February graphics showed fewer units. Lavin also questioned a narrative statement that the neighborhood has "access to the city's mass transit system," noting that, based on his review, the nearest bus access requires walking 12 to 15 blocks across Third Avenue and Riverfront to Adams Street.
A representative for the applicant said two alternatives are under consideration and that the differing materials reflect those options. Council member Levin moved to refer the land-use amendment to the planning commission; Council member Metler seconded. The council approved the referral by voice vote.
Council members asked staff to work closely with the applicant to clarify unit counts, layout options, and transit access before the planning commission review.
