Mankato council votes to reestablish Housing and Redevelopment Authority to complete public-housing transfers

The Mankato City Council on Feb. 24 approved a resolution to reestablish the city's Housing and Redevelopment Authority so property deeds currently held in the HRA name can be conveyed during a multi-phase conversion of public housing units.
City Manager Arndt told the council staff had been conducting title work and found deeds for the public housing properties remain in the HRA name even though program administration shifted to the Economic Development Authority in June 1998. Nancy Bachman, representing the Economic Development Authority, said the EDA operates the public housing program and has pursued conversion to long-term project-based vouchers.
Bachman said, “We submitted an application to HUD for those for the first phase, which is 49 units on December '23. And that application was approved by HUD on 09/05/2024 when HUD also provided us the tenant protection vouchers for those units.” She told the council the first 49 units are expected to complete conversion in March and the remaining units will be dispositioned within the next year.
The staff report said deeds needed to be conveyed to the city to complete the disposition; in the first phase 49 units will be transferred to the city and the remaining 130 units will be transferred to the Economic Development Authority, for a total of 179 units staff described as part of the program. The resolution also authorizes the mayor to appoint and the council to approve commissioners for the temporary HRA and schedules an organizational meeting for Feb. 24 following the council session.
Council member Hatampa moved approval; Council member Melby Kelly seconded. The council approved the resolution by roll call with all members voting yes.
The reestablishment is procedural and limited to transferring the properties identified in the title work; council members did not discuss any new programs or funding tied to the HRA during the vote. Staff said the HRA will be organizationally reconvened only to perform the property conveyances required by HUD and local title records.
The council moved on to other business after the vote; the resolution sets the HRA organizational meeting for Feb. 24 following the council meeting.
