Go Virginia board approves multiple site, workforce and startup grants, defers large life-sciences training application

The Go Virginia State Board voted Nov. 20 to approve a package of per-capita, site-development and talent-planning grants and to defer one large life-sciences workforce proposal so staff can work with the applicant to refine goals and match commitments.

Sarah Dunnigan, deputy director of support at the Department of Housing and Community Development (DHCD), summarized the review process and presented staff recommendations for multiple applications. "Regional collaboration is really the foundation of Go Virginia," Dunnigan said, describing the board’s rubric emphasizing regional collaboration, economic impact, project readiness and sustainability.

Key board actions during the meeting included approval of several projects funded by per-capita allocations, and approval of two site-development due-diligence projects. The board also voted to defer a $2.8 million request for an AI-and-business-skills training program aimed at life-sciences workers so staff could work with Region 7 to tighten outcomes and match documentation.

The board approved these projects (selected highlights): Bay Consortium workforce toolkit (Region 6), recommended for approval by staff with a request to refine outcomes; Blue Mountain extended due diligence (Region 8), a $348,810 request to raise remaining acreage to business-ready tier 4; Camp 7 site (Clark County, Region 8), a $170,000 request for planning and due diligence tied to a 40-acre former state facility; and an entrepreneur accelerator led by the Virginia Black Chamber of Commerce for Region 6 (staff recommended approval contingent on refining performance measures).

Dunnigan told the board that the life-sciences AI-training application requested $2,800,000 and proposed training some 270 individuals with 75 credentials awarded during the grant period; the staff and work group recommended deferral to clarify the application’s alignment with target occupations and to verify match contributions. "We recommend that this project be deferred, and we'd like permission to work with Region 7 to refine this proposal to bring back at a future date," Dunnigan said.

On votes, board members approved the package of recommended items in a roll-call vote. The board also approved a Talent Pathways Planning Initiative application from Region 3 (Southside Virginia) after pulling it for separate consideration. The board adopted staff recommendations to require additional reporting and sustainability plans as conditions in certain grant agreements.

In an informational presentation the DHCD team previewed a new public-facing program-performance dashboard. Dunnigan said the beta dashboard would launch in December and allow downloadable project data, filters by funding strategy and industry target, and visualizations that show whether projects met committed outcomes.

Several board members asked for additional transparency about prior Go Virginia grants and cumulative state investments — a topic staff said they would fold into future board summaries and the dashboard so members could assess replicate-and-scale decisions.
