The Ethics Review Commission reviewed a set of 2024 annual financial disclosure statements at its May meeting and approved multiple individual filings after staff review.
The body voted to accept the financial disclosure filings of Michelle Burleson, Derek Chase, Rodney Van Odenkirk, Valerie Landry and several other commission members and appointees. Commissioners also identified missing checkboxes or value fields on some filings and directed staff to follow up with the filers to correct those deficiencies.
Why this matters: Annual disclosures are required to identify potential conflicts of interest and to assure public transparency about economic interests of volunteer municipal officials.
What the commission did and found
- Approvals: The commission took separate motions to accept individual filings that staff had circulated. On each motion the members present voted in the affirmative. Commissioners voting recorded on the motions included Commissioner Bryant, Commissioner Morris, Commissioner Osborne, Commissioner Pappas, Commissioner Smithson and Commissioner Taylor; Commissioner Roe was absent.
- Deficiencies and follow‑up: Staff noted recurring issues: missing signature blocks, absent checkboxes where filers should mark "N/A" or "none," and entries that needed clarification (for example to indicate whether reported names were dependent children or entities in which a filer, a spouse, or dependent child had an interest). The commission directed staff to notify filers with specific corrections and to return any corrected forms to the commission for confirmation at a future meeting.
- Form changes: Commissioners and staff discussed proposed updates to the form to improve clarity around retirement accounts versus individually held securities, and to raise dollar thresholds in certain categories to reflect current costs. Staff said a revised form previously discussed by council is not yet approved and that the commission will continue using the existing form until council action.
A note on referrals and outside review
Sam of the city attorney's office reminded commissioners that if a disclosure concerns a council member or otherwise presents a potential conflict involving elected officials, the city attorney may refer such matters to an outside counsel for handling to avoid conflicts of interest.
