Council previews draft general plan and city center master plan, discusses strategic directives and public engagement

Planning staff told the City Council they expect to publish the consolidated draft general plan and the city center master plan for public comment on Jan. 16, with an open comment period extending to the end of January.
Scott (staff member) said the drafts will be posted on the city website and pushed through the city's notification channels (social media, listservs) and that the two steering committees will meet Feb. 4 to review public comments. The Planning Commission is scheduled to hold a formal public hearing on the general plan on Feb. 6; if recommended the item would come to the city council for consideration at its Feb. 19 meeting, though staff allowed that the council hearing could move into March depending on commission recommendations.
Councilmembers discussed strategic directives for 2025, including improving public communication (frequently asked questions, better mobile access to service requests), strengthening citizen advisory committees, wayfinding and gateway improvements, trail planning, and the relationship between the council and planning commission. Several councilmembers emphasized completing long-running capital projects (roundabouts, trail segments, water work) before adding significant new initiatives.
On the Design Standards Technical Manual (DSTM) staff said the written updates are ready but that final engineering drawings from the design engineer (Jones and Namolla) are outstanding; the council agreed to delay final adoption and return the item upon receipt of the drawings, with an anticipated Feb. 5 return.
Scott said the next phase after plan adoption will be code updates to implement the policies in the general plan; those code redlines will be scheduled for planning commission and council review starting in March through June.
