For one large project, The Orchards, the commission attached a condition that construction drawings cannot be approved until required public access and utility connections are in place.

The applicant, Interstate Homes, plans to combine three parcels to add two apartment units to the existing Pecan Apartments. Mitch Godfrey, representing Interstate Homes, said the additional two units will be added to the existing complex and the three parcels would be combined “to tidy it up” and provide the acreage needed. The commission voted to recommend approval, subject to JAC and staff comments. - ZC25-03: Rezone 380 West 500 South from R1-10 (single-family, 1 unit per 10,000 sq. ft.) to R1-8 (1 unit per 8,000 sq. ft.) to allow an addition (a connected “casita”) that would require a reduced rear setback (20 feet to 10 feet). The homeowner said the change is sought to permit an attached addition rather than a detached casita. Commissioners discussed alternatives such as variance or conditional use, and city staff noted a variance would have a higher legal standard; the commission recommended approval to the city council. - ZT25-04: Rezone 495 East 800 North (the former Eagles lounge) from M-1 (light industrial) to Highway Commercial to enable a restaurant reuse. Applicant representation said the intent is to retain the building shell, revitalize the property and convert it into a restaurant (pizza/appetizers/wings were mentioned). The commission recommended approval, subject to JUC and staff comments.
Parking modification for former Eagles lounge The commission approved a requested parking modification for the former Eagles lounge at 495 East 800 North. Under city code a restaurant requires one parking space per 100 square feet, which staff said would equate to roughly 53 spaces for the proposed restaurant; the applicant’s site exhibits showed approximately 30 on-site spaces. City staff reviewed the applicant’s parking justification and concluded the reduction could be allowed for building revitalization; the commission voted to approve the modification (a recorded aye majority with one recorded nay during the roll call on the motion).
Other approvals and actions - PP25-03 (2060 South Estates): The commission approved a three-lot single-family subdivision at 2060 South 950 West, subject to staff and JAC comments. The applicant and agent said the lots match adjacent Hurricane Field Estates and are intended to allow construction of a paved road and necessary utilities. - SE25-04 (Hurricane Dental and Medical Office): The commission approved the preliminary site plan for a dental and medical office at 779 West 100 North. The applicants said they have coordinated with adjacent neighbors and staff on access and off-street requirements; commissioners moved approval subject to staff conditions. - PP25-05 (Highway Ridge Phase 2): Preliminary plat approval for a three-lot single-family subdivision at 1080 South 50 West was approved subject to staff and JAC comments. The applicant reported that a previously unresolved right-of-way issue to the south had been resolved and the developer has agreements in place.
