The Spring City Council voted to advance a formal complaint form process to help staff log and resolve public complaints, after council members said the form would protect both residents and city employees and create an auditable trail.
Council member Courtney Snow introduced the concept as a way to reduce "he said, she said" situations and give staff a documented process for routing complaints to the appropriate department. Snow said the form would allow complainants to "calm down and actually think out what the complaint is and articulate it."
Councilors asked staff to draft an associated policy and procedures so the form can be considered for final approval at the next city council meeting. Councilor Marty McCain moved that staff refine the form with input from city employees and return a final form and policy for a vote; Paul (last name not specified in the transcript) seconded. Council members approved the motion by roll call.
The proposed process would require a department designation on each form so the office can route complaints to the correct unit (roads, cemetery, planning, etc.), and provide a logged copy to the resident and municipal record. Council members asked for an accessible version to be posted on the city website so residents can submit electronic complaints and receive tracking numbers.
Council members and staff said the change is primarily administrative and intended to provide accountability for both staff and residents. The council directed staff to solicit input from relevant departments and bring a final policy back for adoption at the next meeting.
Ending: Council approved the concept and instructed staff to return a finalized complaint form and procedures for adoption at the next council meeting.
