Staff said they issued notices advising that home-based businesses cannot use on-street parking for business operations and that occupied trailers are not permitted on residential properties unless a short-term temporary-use approval has been granted.
Staff reported the owner met with staff and complied after the first parking-related notice, but later complaints about an occupied trailer prompted additional notices. Staff said one of the latest certified notices was returned unclaimed and direct email follow-ups did not receive a response. Photographs provided to staff showed a trailer with pop-out extensions and extension cords; staff said the trailer appeared occupied.
Council discussion: Several councilmembers expressed reluctance to revoke a license without first making a personal contact to confirm whether someone is living on the property and to give the owner an opportunity to comply. The city attorney and staff noted the municipal code requires compliance with city ordinances as a condition of holding a business license; revocation is an available enforcement tool. The council directed staff to attempt an in-person contact at the property, report back and continue the hearing for two weeks.
Action: Council voted to continue the revocation hearing for two weeks to allow staff to attempt direct contact and to report back at the next meeting. If the owner does not respond or remedy the violations, staff indicated the council could revisit revocation at the subsequent meeting.
