Council and staff discussed a short‑deadline U.S. Department of Transportation grant program (RAISE/RISE) with a January 31 submittal date; staff said the city currently lacks a ready project and time to prepare a competitive application. A past RISE application for Purgatory Road funded by a MPO consultant was cited as an unsuccessful attempt.
