Hurricane City Council discussed a new state requirement that cities either form a local compliance and violations committee to hear ethics complaints or defer those complaints to the state committee. Council members expressed a preference for local review and asked staff to draft an ordinance to create a three-member committee.
The mayor described the local committee as a way to keep matters at the local level when appropriate and suggested modeled language similar to the city's appeals board. Staff said the committee would primarily address complaints under the Utah Ethics Act and could, in limited cases, apply to staff as well as elected officials. Councilmembers agreed a smaller committee (three members) is preferable to avoid protracted deliberations.
Staff will prepare an ordinance to create the committee and return proposed members; the city indicated a draft would be presented to council at a future meeting (targeted for the next meeting or February). Staff also warned council members about a separate new state disclosure form with an impending January 31 filing deadline; staff will provide the form at the next meeting for elected officials to complete.
