The Genola Planning Commission voted to recommend a package of zoning and conditional-use ordinance changes to the town council, including a specific change to the land-use table to make high-pressure natural-gas pipelines not permitted in R-1 zones.
Staff presented a redlined land-use table and conditional-use ordinance that include multiple edits. Commissioners discussed the gas-transmission classification and agreed that high-pressure natural-gas pipelines should be designated “not permitted” in R-1 zones; they said agricultural zones could remain more permissive. The commission approved recommending the land-use-table changes with that R-1 amendment and directed staff to forward the change to the council.
On the conditional-use ordinance, commissioners reviewed updated application and review procedures that would require applicants to notify nearby property owners, provide specified documentation, and address criteria such as fencing, landscaping, lighting, hours of operation, noise mitigation, circulation and emergency access, utility capacity, and compatibility with surrounding structures. Commissioners discussed notification radius (one commissioner suggested 500 feet; others noted the commission could set a different radius) and that at least one public hearing would be required. They also discussed the planning commission’s ability to impose time-limited approvals in appropriate circumstances.
A motion to recommend the conditional-use ordinance amendments and the land-use-table revisions (including the R-1 gas-pipeline change) to the town council was made, seconded and adopted by voice vote. Staff will prepare the recommendation packet for the council.
