Fountain Green City Council approved a set of consolidated fee and rental policy changes on Feb. 20 that move monetary amounts out of individual ordinances into a single citywide fee schedule and update rental procedures for the dance hall, theater and city hall.
The new approach standardizes rates into half-day and full-day blocks, eliminates on-the-spot hourly billing and requires renters to pay at reservation to lock a date. A refundable deposit of $100 will be taken when patrons pick up the programmed access card; staff said the deposit will be returned when the card and facility are checked and rules have been followed. City staff said the change will reduce back-and-forth refunds and avoid writing many small checks.
Other policy changes approved by the council include: keeping tables and chairs inside the dance hall (they may not be taken into hallways or the theater), separating theater and dance-hall rentals (they are distinct spaces with separate fees), and adding a park rental line to the fee schedule (staff retain discretion to waive fees for community groups such as Lambda). Council also approved a process for staff to pay recurring bills that would otherwise incur late charges before the council’s monthly meeting.
Council voted to proceed with keyless entry for buildings so access cards can be programmed only for reserved hours; staff said the change will make enforcement and deposit handling simpler. Council approved the dance hall and theater resolution, the city hall rental resolution and the city park rental policy at the Feb. 20 meeting.
