Carbon County commissioners approve payroll, personnel changes, contracts and open-records policy

Carbon County commissioners approved payroll totaling $714,711.98, several expenditure batches and a series of personnel and vendor actions during their meeting.
The motions moved largely on voice votes with no extended debate. The board approved payroll check numbers 76392–76409 and direct deposits 6072731–6073151 for payroll dated Jan. 24, 2025, and approved an expenditures batch totaling $1,082,198.76 for checks 248945–249036 dated Feb. 6, 2025. Commissioners also approved other check ranges for general-fund expenditures as listed on the agenda.
The approved agenda items included routine treasurer reports, salary-board minutes from the Jan. 6, 2025 meeting, and a large set of personnel actions across multiple departments. Examples of personnel items recorded in the meeting minutes include establishing trainee positions (office supervisor trainee at $25.31/hour; archivist/records director trainee at $19.77/hour), changes to hourly rates for existing positions (for example, a fiscal data-processing supervisor and 9‑1‑1 assistant-manager adjustments), and abolishing several trainee or part-time posts. County staff stated the changes reflected reclassifications and internal moves and that “there were no establishment of new full time positions” in the report.
The board also approved multiple purchase or service agreements and interagency items listed on the consent agenda: agreements with CSI Corporate Security and Investigation and Forget Me Not Children and Youth Services (Children & Youth item), a proposal from Howard Refrigeration & Air Conditioning for a correctional-facility walk-in freezer, a purchase with 5 Bath Technologies, a court-office security agreement with ESCO Security, and purchase/service agreements with Edwards Business for the sheriff’s and treasurer’s offices. The full list of consent agenda items was read and approved nearly in sequence.
The board adopted Carbon County policy 2025-01, the Carbon County open records policy (solicitor’s report, item 25048). Commissioners also approved a gazebo request, a special-activities/park-usage agreement for Josiah Way Park, and a proclamation recognizing FBLA Week (Feb. 9–15, 2025).
Several motions were moved and approved without recorded individual roll-call tallies in the transcript; the clerk recorded the votes as motion approved/second and successive “yes” responses from commissioners.
