Committee removes executive director position for newly formed Arkansas District Judges Judicial Council

The Senate Judiciary Committee on Wednesday approved House Bill 1407 to strike the statutory authorization for an executive director of the Arkansas District Judges Judicial Council.
Representative Carol Dalby, House District 100, told the committee the change follows a multi-decade reorganization of lower courts under Amendment 80 and recent administrative steps by the Arkansas Supreme Court. "All this bill does is over on page 3, line 11, strike set language," Dalby said, summarizing the measure.
Dalby said the state completed a move of many municipal and district judges to state district judges and that, as of Jan. 1 of this year, those judges are now state district judges. She added the Supreme Court issued a per curiam order directing the administrative office of courts to assist district judges in forming an Arkansas District Judges Judicial Council.
Committee members asked no substantive questions; no public proponents or opponents signed up. The committee recorded a motion and second to report the bill as do pass, and the chair stated the motion carried.
The measure, as presented, removes the statutory language authorizing an executive director for the new district judges council; it does not create new duties or funding in the committee presentation.
Representative Dalby closed by asking for a favorable vote. The committee’s recorded action was a motion to report the bill do pass; the chair announced the motion carried.
