City staff warned developers that new CAL FIRE mapping and related vegetation‑management efforts will change development requirements where the city meets open space.
Staff said State Responsibility Area (SRA) maps were issued in October and that the Locally Responsible Area (LRA) maps for locally responsible jurisdictions are due March 10. Those LRA maps, staff said, will likely expand the footprint of very‑high fire hazard areas adjacent to open space and could change what is required for building and site design in affected fringe neighborhoods.
Staff described the mapping as one factor that will feed into new fire‑safety and fuels mitigation policies. They said the city is planning a “concerted effort” on fuels and vegetation management in acquired open‑space areas and that subsequent building and fire code options could be presented later in the year. Staff noted local map changes and new code options could affect what mitigation is required to build on parcels that abut wildland or open space.
Developers asked whether CAL FIRE or the city produces the maps; staff explained the SRA maps come from the state and the LRA maps are the locally responsible areas that the state will publish to reflect local conditions. Staff urged developers to watch the March map release and to engage in upcoming code conversations related to vegetation management, fire hazard mitigation and how those changes intersect with housing infill and design standards.
