The Syracuse Planning Commission approved the major site plan MASPR‑250 to convert approximately 15,000–16,000 square feet of vacant retail at 220 South Geddes St. into an adult social day program operated by Buena Vita CNY.
Architect Jeff Pawlowski presented the proposal on behalf of property owner Nick Realty, LLC and described interior renovations only; the exterior changes are limited to site improvements and screening. Rita Paniagua, who will manage the program, described operations: the site would operate primarily Monday–Friday with the core program hours roughly 10 a.m. to 3 p.m., with the facility opening earlier (around 8:30 a.m.) to receive participants. Services described include social programming, activity spaces, case management support for medication and transportation coordination, and on‑site medical coverage as a contingency (an RN on site and a care area), but not ongoing medical treatment; the applicant said the state license process requires the local approvals first.
Staff recommended two adjustments to conditions of approval: add dumpster screening under section 4.4(g) to the condition list, and require the business owner to obtain and maintain all required New York State licenses for the proposed use. Commissioners asked about parking and were told building owner must meet code parking requirements. The applicant confirmed they will install the required dumpster enclosure and pursue state licensing once city approvals and permits are in place.
A SEQR/SECRE negative declaration was recommended by staff and the commission adopted it by voice vote; the motion to approve the major site plan with the added conditions carried by voice vote as well.
Next steps: owner and operator must demonstrate dumpster screening per the revised condition, confirm parking meets code, and the operator must complete required New York State licensing and submit evidence to staff. The project is expected to provide a new day‑program resource for older adults and persons with disabilities in the city.
