Pelham UFSD board limits bond discussion, affirms ADA work at Siwanoy, approves routine consent items and $640 donation

The Pelham Union Free School District Board of Education on Feb. 12 limited discussion of a proposed capital bond until its Feb. 26 meeting, reiterated that ADA improvements at Siwanoy School are required, and approved several consent-agenda items including HVAC work and a turf-field replacement pending state approval. The board also unanimously accepted a $640 donation from the Pelham Education Foundation and recessed to executive session.

Board meeting chair opened the meeting by asking members to defer detailed bond discussion to the Feb. 26 session so the public can hear full deliberations. "We have a brief business meeting planned for this evening, so I will keep my comments brief," the chair said, adding that architects are incorporating public feedback into evolving plans.

The chair told the board that ADA accessibility is a required component of the Siwanoy School proposal and said keeping the school noncompliant would expose the district to legal risk and would not meet students' needs. The chair noted demographic and building-condition studies — and conversations with "Principal Johnson" — show space and design shortcomings at Siwanoy that the board and architects are seeking to address.

On a separate facilities matter, the chair discussed coordination with the Village of Pelham Manor over a drainage pipe that affects Glover Field. The chair said ownership of the pipe is unclear because it serves several municipalities and that the district has been "accommodating and allowing access to the field" while awaiting municipal implementation plans.

During public comment, a parent identified as Liz thanked the district for a survey and for recently installed air-conditioning units on top floors. Liz urged the board to revisit the proposed calendar so the district could end the school year earlier, and asked for clarification about a November half day that she believed to be an error on the draft calendar. "It was very much appreciated and well received," Liz said of the survey, and she described concerns that many families feel the draft calendar contains too many half days and uneven full-week schedules.

District administrators responded that the November half day is under review and that secondary grading and Regents exam scheduling constrain options for moving the final day earlier for all grades. Administrators also said two scheduled emergency snow days are contractually tied to a particular weekend and that changing their placement would be complicated by testing and staffing needs.

On the consent agenda, the board approved items including budget transfers, continuing-education grants, and HVAC work described in the meeting materials as covering Units 2 through 5 with Unit 1 to be rehabilitated. The administration said it procured HVAC equipment through an allowable purchasing cooperative and that the turf-field replacement is awaiting final state approval; once approved the district expects to enter the pipeline for installation. The board approved the consent agenda by voice vote.

The board accepted a monetary donation of $640 for grant 2506 from the Pelham Education Foundation and authorized the district to enter agreements to procure the related goods or services. The board then voted to recess and reconvene in executive session.

Actions taken at the meeting were procedural and routine; the board deferred substantive bond debate to the Feb. 26 meeting to allow more public engagement and continued design revisions. The board said it will continue coordination with Pelham Manor and other local governments on stormwater and field access matters.

The board did not take final action on any bond measure at the Feb. 12 meeting; that item will be on the Feb. 26 agenda for fuller public discussion and possible formal action.
