Sun Metro board approves $12M contract increase for buses, adds paratransit and other routine awards

The El Paso Mass Transit Department board voted unanimously on multiple procurement items at its Jan. 7 meeting.
The board approved an increase to Contract 2022-0150 with New Flyer of America Inc. by approximately $12,000,359 for a total not to exceed approximately $61,000,007 (figures in the agenda text). Board staff said the increase is to purchase 30 new 35-foot buses under a $32 million grant and to place the order before New Flyer retires 35-foot production in favor of 40-foot buses after March 2027. Staff said engines and parts will remain the same and that continued reliance on current vendors preserves maintenance efficiencies; the procurement will be funded with formula grants and transportation development credits to realize future financial returns.
The board also awarded Solicitation 2025-0139R for supplemental LIFT paratransit services to Amistad (LULAC Project Amistad doing business as Amistad) for an initial three-year term and estimated $1,890,000 to provide additional paratransit capacity. Members discussed bringing the service in-house for parts of the operation to avoid subcontract markups when appropriate.
Other actions: the board approved a decrease to a janitorial-services contract and approved a three-year contract for required physical exams for bus drivers with an estimated value of $150,000.
All items passed unanimously in the board's voting session.
