Council expands residential-parking district rules to medium-density area at San Xavier

The council adopted an ordinance amending Title 12 (Vehicles and Traffic), Chapter 12.44 to expand residential-parking district (RPD) rules and allow creation of RPDs in medium-density neighborhoods. The changes clarify who may apply (adding language for applicants and applicants from medium-density residential districts) and add procedures for creating residential parking districts.
Richard Bristow of Streets and Maintenance told the council the change was prompted by parking problems in the San Xavier neighborhood, near the Bridge of the Americas, where non-resident vehicles have been left for days. The department said prior RPDs focused on low-density neighborhoods (examples include areas near high schools or UTEP) and this is the first medium-density RPD the city will implement. City staff said the existing fee structure (application fee $25; $10 per vehicle per year with limits) must be handled through the budget and cannot be waived by ordinance without separate council action; staff recommended review and the city attorney cautioned about “gift of public funds” risks for waiving fees citywide.
Councilors asked staff to return with options, including whether discretionary council funds could be used to offset fees for a small neighborhood like San Xavier. The ordinance passed unanimously.
