Plan commission recommends M‑2 zoning for Lewis Brothers bakery expansion after compliance discussion

The Area Plan Commission voted unanimously to recommend rezoning 503 and 507 North Sixth Avenue from R‑2 to M‑2 to formalize trailer parking and outdoor storage for Lewis Brothers Bakeries.
Maria Bulkley, attorney for Lewis Brothers, and Corey King, senior management, told the commission the bakery has operated at the Westside campus since 1964 and has gradually expanded by acquiring adjacent lots. Bulkley said the property acquired for the current request previously contained dilapidated houses the bakery removed and that the company had worked with neighbors on site improvements. She acknowledged staff fines issued after the city engineer’s office reported graveling and outdoor storage activities occurring without an approved certificate of occupancy. “We were kind of begging the plan commission office, like, can you not find us? We’re really trying to work this out,” Bulkley said.
The staff report noted that the 2035 future land use map recommends residential use for the site, but that the proposal is consistent with frequently industrialized uses on the east side of St. Joseph Avenue and with prior rezonings immediately north and south of the parcels. The applicant told commissioners the company is seeking rezoning as part of a longer site-review process that will address entry points, traffic circulation and the remaining items required for a final certificate of occupancy.
Commissioners discussed the history of the violations and the applicant’s planned remedies. The motion to recommend approval included a commitment that the applicant continue through site review and address outstanding items listed by staff; the roll call recorded six yes votes and zero nos. Staff noted outstanding items on the temporary certificate of occupancy had not been completed as of the staff report date. The recommendation will be forwarded to City Council; the applicant said he will revise the UDC and site plans as part of the next steps.
