Mission Valley activists say rezone at 9614 Socorro Road should require bridge before development

Carreon said Octavio Saavedra, the property owner, was awarded a rezone from RF to C-4 by city council in November 2023 but “there is a condition to the rezone as he needs to build a bridge connecting his property to the street of Karl Lagermeyer Road … before any projects of the property can be considered for construction.” She said Saavedra filed a construction application in July 2024 under case SUSU24000039.
The comment said neighborhood groups opposed the rezoning because Socorro Road is a historic road and nearby residents were concerned about a large 18-wheeler trucking business. Carreon said multiple neighborhood and civic associations, “a county commissioner, and a state representative” asked that the property not be rezoned to C-4 because of truck traffic. She also told the commission she had been told by city planning staff that failure to build the bridge would require rezoning the property back to RF.
The remarks were given during the public-comment portion of the Jan. 16 meeting; commissioners did not take a formal vote on the matter at that session. Planning staff and the commission did not announce any immediate enforcement action on the rezone condition during the meeting.
The commission did not receive a staff presentation or take action on case SUSU24000039 at the Jan. 16 meeting; Carreon’s remarks were recorded as public comment and were the only testimony in the record on this specific rezone condition at that meeting.
Carreon concluded by saying she supported local business but that the community’s concerns about truck traffic and the historic character of Socorro Road should be honored by enforcing the bridge requirement or reverting the zoning if the condition is not met.
