Council removes prior task-order award for Wainwright Park Phase II, cites procurement review

The council voted to remove the award of Task Order 2 under Solicitation 2023-0397 for Wainwright Park Phase II that had been issued to Keystone GC LLC, an award estimated at $721,242.31. Representative Acevedo moved to approve removal; Representative Limon seconded and the motion passed unanimously.
City Engineer Yvette Hernandez told the council the delay related in part to Community Development Block Grant (CDBG) funding timelines: the city was waiting for CDBG funds to roll over into the new fiscal year before the procurement could proceed. Once funding was available, staff discovered the task order put the project at capacity under the existing award, prompting reissuance of the project for competitive bidding.
Councilors said they were disappointed the delay could slow park improvements but supported the department’s additional procurement controls and suggested hiring a purchasing director to strengthen contract oversight. The council recorded the removal of the prior award and authorized staff to proceed with the reissued procurement.
