The Board of Commissioners approved an agreement allowing the Michiana Area Council of Governments (MACOG), working with Roberts Environmental Services, to inspect two tax-delinquent parcels at 715 West Market Street in Warsaw for potential petroleum contamination under the Maycog Regional Brownfields Coalition.
County staff read relevant portions of the proposed access agreement into the record, stating it would permit environmental investigation activities associated with potential petroleum contamination on two tax-delinquent parcels owned by Forest Tinky and Tinky Oil. The transcript records commissioners noting the inspection is for assessment; if contamination is found, MACOG may pursue grant funds for cleanup that would benefit the City of Warsaw.
"Whereas, MACOG, along with Roberts Environmental Services, is assisting in the exclusive purpose of conducting environmental investigation activities associated with potential petroleum contamination at 715 West Market Street, Warsaw, consisting of 2 tax delinquent parcels ..." a county official read. The board approved the access agreement by motion and voice vote.
County officials stated the inspection does not obligate county funds for remediation; the purpose is to determine whether grant-funded cleanup would be needed and possible. Commissioners noted the property has been tax delinquent for a long time and that assessing the site could return the property to the tax rolls if remediation and redevelopment occur.
The county will allow the inspectors access under the terms of the agreement and will refer any cleanup funding questions to MACOG and the City of Warsaw if contamination requiring remediation is identified.
