County commissioners hear funding requests from local nonprofits including Cardinal Services and Stillwater Hospice

Representatives from several local nonprofits presented program summaries and funding requests to the Kosciusko County commissioners. Commissioners did not vote on funding at the meeting; they said they will make recommendations to the county council at a later date.
Marcy Art, executive director of Cardinal Services, asked the board for a $111,373 appropriation to support three programs: Head Start, Healthy Families and CABS (county-administered public transportation). She reported Cardinal serves nearly 6,500 people across seven counties, with roughly 60% of its clients in Kosciusko County, and that Head Start served 144 students year to date and maintains a waiting list.
Mary Schinkster, chief development officer for Stillwater Hospice, described hospice and grief-counseling services provided to Kosciusko County residents, including in-county grief counseling launched after a 2023 merger and respite care provided at the hospice home in Fort Wayne. She said the hospice serves 12 counties overall and that Kosciusko County's $50,000 historic support helps underwrite local grief counseling that other counties do not receive in the same way.
April Sloan, executive director of the Beeman Home, requested $40,000 to offset a notified 40% reduction in the group's VOCA grant; the Beeman Home provides a residential domestic-violence shelter, case management and free mental-health counseling.
Jim Tinky, treasurer of the Kosciusko County Historical Society, requested $24,000 to cover roughly 70% of part-time staffing costs; the society manages the old jail museum, the Pound Store in Oswego and Tinworth Ridge. Emily Kraske presented for the 4-H council and requested a 2% increase in county support for fair expenses and rent for fairgrounds; she said 4-H serves 508 youth in grades 3—12 and 259 adult volunteers in the county.
David (last name not given) presented for Kosciusko County Community Senior Services and described transportation and home-delivered meal programs, which the nonprofit said are unique countywide; commissioners thanked presenters and noted the session is informational with recommendations to council to follow.
Commissioners repeatedly noted that no decisions would be taken at the meeting and that recommendation and appropriation actions would be coordinated with the county council in follow-up proceedings.
