Commission approves special assessments for four subdivision infrastructure projects

The Sedgwick County Board of County Commissioners on Wednesday adopted a resolution formally levying final special assessments for four internal improvement projects: Dry Creek Estates street improvements; Drader Estates Addition street improvements; Stonewater Addition Phase 1 street improvements; and Stonewater Addition drainage improvements.
Garth Herman, bond counsel, told the commission that notice and proposed final costs had been sent to affected property owners and published in accordance with law. Herman said the board opened a public hearing on the assessments, offered property owners an opportunity to comment and received no public comments; the board closed the hearing before taking action.
Herman explained the prepayment option: property owners may prepay all or part of their assessment until a date in February; after that date any remaining costs will be assessed and financed over 15 years with Sedgwick County general obligation bonds. The resolution adopted Wednesday levies the final costs against the properties in line with the original petitions and resolutions that initiated each project.
Chairman Ryan Beatty moved to adopt the resolution formally levying the assessments; the motion passed on a roll-call vote with Commissioners Meitzner, Dennis, Howe, Lopez and Chairman Beatty voting aye.
Next steps described by county counsel and staff include provision of prepayment instructions to property owners and issuance of bonds to finance any unpaid assessments once the prepayment period closes.
