Housing Advisory Board endorses ADU and occupancy updates, approves amended minutes

The City of Boulder Housing Advisory Board on Jan. 22 voted to recommend that City Council adopt amendments aligning local accessory dwelling unit (ADU) and occupancy standards with recently enacted state law, and approved a corrected set of November meeting minutes.
The board voted 7–0 in favor of recommending City Council adopt Ordinance 8650 amending Title IX (Land Use Code) and Title X (Structures) to update ADU standards and related details. Board members also voted 7–0 to support draft changes to occupancy standards required by state law. Both motions were presented to the board in a staff memo and advanced without amendment.
Board members briefly discussed whether they had additional suggested edits to the draft ordinance; none were offered. One public commenter, Mark Fear, spoke in support of the changes and urged community outreach so neighbors can understand the benefits of more ADUs and adjusted occupancy allowances.
The board also approved the November 28 minutes with a deletion requested by a board member; the motion to approve the minutes passed without recorded objection.
No member recorded dissent during the roll calls on the ADU and occupancy items. The board’s votes will be transmitted to City Council as its official recommendation from the advisory body.
