The City Council of Rolling Hills Estates adopted the fiscal year 2025–26 budget and related appropriations limit Monday, approving Resolution No. 1390 (budget adoption) and Resolution No. 1391 (appropriations limit) after staff said the documents reflect minor adjustments since prior workshops.
Robert Zamora, the city finance director/consultant presenting the item, described the budget process as the conclusion of a longstanding review that began earlier in the year and said most numbers were presented previously at workshops and finance committee meetings. Council members asked staff whether substantive changes had been made since the last review; staff said only minor tweaks were made, for example lowering the audit estimate by a few thousand dollars after final invoices.
Council discussion included a question about the statutory appropriations limit. Zamora read numbers included in the staff report: an appropriations limit for fiscal year 2025 of $22,000,359.92 and, as presented in the packet, the city’s proceeds of taxes figure was substantially below that limit; staff said the city remains in compliance with the limit calculation required under state law.
A motion to adopt the budget and appropriations-limit resolutions carried by roll call. Council members present voted unanimously in favor.
