Commission members heard an update on the Denver Regional Council of Governments (DRCOG) Climate Pollution Reduction Grant work and asked questions about local impacts and timing.
A commission member summarized the DRCOG effort, describing it as a multi-part program that includes a buildings-policy collaborative, homeowner incentives for heat pumps prioritized for lower-income households, workforce training for HVAC and related trades, and communications and engagement work. The DRCOG effort has issued several requests for proposals to administer incentives and convene policy work. The member said federal funding uncertainty creates risk for the initiative but noted “the general rule of thumb… once you have money committed from the Federal government…that should be safe.”
Commissioners asked whether the federal funding freeze would affect Englewood projects, including local EV charging procurement. Staff said city attorneys had confirmed the EV charging funding had already been committed through the state, and procurement is moving to council for authorization; staff said procurement could appear on council as soon as the next meeting or in March at the latest, and the project is “safe.”
Members discussed the grant’s equity and workforce components and asked for continued updates as RFPs are awarded and contractor roles are defined. No formal action was taken; staff encouraged commissioners to monitor the March schedule and forthcoming RFP results.
