Public health commission praises APH winter-weather after-action report, asks for PHEP briefing in August

The Austin Travis County Public Health Commission reviewed Austin Public Health's 2025 winter-weather after-action report and asked the department's Public Health Emergency Preparedness (PHEP) team to present an update in August.

Commissioners commended APH staff for a thorough report and a transparent SWOT-style approach that identified improvement areas and completion dates. The commission asked APH to bring the PHEP team to an August meeting to give a short briefing on progress against the improvement plan, clarify any resource requests, and explain where commissioners could offer support.

Commissioners and ex officio members urged APH to coordinate with other city and county groups so the department's recovery, shelter, food-safety and surveillance work does not duplicate or conflict with other bodies that have overlapping responsibilities. Several commissioners recommended tailoring future public messaging to specific communities and using commissioners' community relationships to improve targeted outreach.

APH staff emphasized that the after-action report is APH-specific (shelter surveillance, environmental health inspections and epidemiology work were cited as APH responsibilities) and suggested other commissions be notified for awareness and potential collaboration. Commissioners discussed whether other city commissions, such as food or public-safety commissions, should be invited to review APH's improvement items that overlap their mandates.

Next steps: the commission requested the APH PHEP team return in August with an implementation update and explicit asks for commission support. Several improvement tasks in APH's tracking were noted with completion window entries in August and December 2025; commissioners asked staff to use the August briefing to hold APH accountable to those dates.
