Chris Harrison, representing OpenInfra, said the company has consolidated construction, operations and maintenance under one contractor, Telibor, and plans seven phases in Kaufman County that would connect roughly 600 homes over the next several months. He described phase 1 as serving about 68 homes and said the phase should take approximately four to five weeks to complete, weather permitting, with all phases running across the year for an estimated four to five months of work overall.
Local contractor Raymond of Bak Utilities will serve as the county‑based contractor managing the work, Harrison said. OpenInfra also told the court it had signed memoranda of understanding (MOUs) covering “call before you dig” procedures and committed to daily and weekly reports and to allowing county inspections and post‑installation inspections.
County staff said they had signed the MOUs and thanked the company for committing to daily and weekly reporting. Commissioners approved the fiber installation item by voice vote.
During the discussion commissioners and staff emphasized minimizing disruptions to water and other utilities and expressed support for a single, county‑based contractor model to reduce the number of different crews and subcontractors working in the right of way.
