Tiny-home resident urges SAC Sewer to revisit sewer impact fees for small dwellings

Robin Davis, a West Sacramento resident who said she lives in a tiny home on wheels, asked the Sacramento Area Sewer District on May 28 to provide an update on district consideration of sewer impact fee options for tiny homes.
"Reevaluating these fees would make it more feasible for residents to build their own affordable housing without relying on taxpayer funded subsidies," Davis told the board. She said aligning sewer impact fees "with actual usage and scale" would send a policy signal that the region supports smaller, more sustainable homes, and noted West Sacramento's tiny-home-on-wheels ordinance goes into effect this week.
A district staff member responded that accessory dwelling units (ADUs) historically have not been assessed an impact fee and that the district has been in contact with local jurisdictions, including the City of West Sacramento, about ordinances and fees. The staff member said the district would "bring an update when there's something to update" on fee options.
The board did not take formal action on the request during the meeting; the exchange occurred during the public-comment portion of the agenda.
