Board establishes Foothill Farms Community Planning Advisory Council as a new CPAC for District 3

The Board of Supervisors voted on Tuesday to establish a new Foothill Farms Community Planning Advisory Council (CPAC) to serve an unincorporated area that previously had been split between the North Highlands and Carmichael CPACs.
Nicole Lee, assistant clerk of the board, presented a recommended boundary map that merges the Foothill Farms area into a single CPAC and proposed a county supervisorial-seat distribution adjustment to reflect the change. Lee said the consolidated CPAC would be the fifteenth advisory council for unincorporated communities and that the county clerk’s office had completed outreach to affected advisory bodies and the planning commission; the Planning Commission recommended approval.
Supervisor Phil Desmond, who brought the request on behalf of District 3, described the change as community driven. “Foothill Farms is a very distinct community,” Desmond said, and residents had asked for a dedicated advisory forum rather than being split between two CPACs. Diane Kiefer, vice president of the Foothill Farms Association, told the board the split diluted local input and urged approval to restore “a platform to voice our concerns concerning planning projects.”
Clerk staff told the board three current North Highlands CPAC members live in the newly defined Foothill Farms area; the board appointed those three as initial members to the new CPAC and directed staff to announce the four remaining positions and return with nominations, targeting the first meeting for mid‑June or mid‑July.
