Houston investigator alleges inspection irregularities and possible favoritism in entertainment district

An investigative journalist told the South Padre Island City Council during public comment that his firm is investigating records and complaints about inconsistent inspections and the perception of favoritism in the island’s entertainment district.

Wayne Dolcefino introduced himself as the head of an investigative media firm based in Houston and said his group has submitted repeated public-record requests over several weeks. Dolcefino alleged a perception has developed that “a couple of people have their finger on the scales” in the entertainment district, and he named the mayor, the fire chief and an individual he referred to as “Mr. Rico” as being deeply involved in bars or bar ownership.

Dolcefino said public records on fire inspections show that the mayor’s establishment and the fire chief’s establishment — and possibly Mr. Rico’s — had not been inspected by a fire marshal for about five years. He told the council he had spoken to a fire marshal who told him, “I just got here,” and the marshal said they started five years ago; Dolcefino described that as creating a perception problem for prospective business owners who said they receive annual inspections under city ordinance.

Dolcefino said his team has received “hundreds of tips” regarding government in South Padre Island, that they are continuing an investigation that may examine the convention center and golf course among other matters, and invited council members to contact him if they wished to cooperate. He framed the remarks as allegations and said he was not presenting conclusions at the meeting.

The remarks were made during the public-comment portion of the agenda; no council action was taken in response during the meeting.
