Council approves permits, facility repairs and marketing spending in routine session

The South Padre Island City Council voted to approve several permits and budget amendments during a regularly scheduled meeting, adopting a package of routine items that included event permitting, shoreline permits, equipment replacements and marketing funds.

Council approved a one-year special-event permit extension for the Holiday Sandcastle Village in the entertainment district, clearing the temporary structure permit needed to continue the seasonal displays. Parks and Recreation Manager Debbie Huppin presented the item and asked the council to extend the permit for one year; a motion to approve carried by voice vote.

The council approved the Shoreline Task Force’s recommended ranking and submission of coastal management Cycle 31 grant proposals and allowed the mayor and city manager to execute related documents. Shoreline Director Christina Baburka summarized the ranking, which placed construction of Blue Water Circle first, followed by engineering for a set of beach access points, then land acquisition for conservation and a native plant source.

Separately, the council approved a beach-and-dune mitigation permit for property at 8454 Breakers Boulevard. Baburka said the mitigation responds to vegetation damage identified in December 2024 and includes planting roughly 16,694 square feet of native vegetation (slightly above a 1:1 replacement), placement of about 196 cubic yards of beach-quality sand to raise dune elevations to roughly 11–13 feet above sea level in low areas, and monitoring and maintenance; the Shoreline Task Force had recommended approval.

The council approved a $280,000 budget amendment from the facility maintenance fund to replace City Hall’s aging chiller. Public Works staff said the existing chiller, installed in 2008, runs on phased-out R-12 refrigerant and repairs would offer only short-term relief; the replacement will consist of two 66-ton chillers using R-410A refrigerant and is expected to arrive in about 12 weeks. The item was presented as going through a cooperative purchasing vehicle (TIPS/Buy Board).

Council also approved a budget amendment of up to $32,000 to replace aging fire-alarm initiating devices (pull stations and smoke detectors) that are no longer supported by the manufacturer, and a $17,800 amendment to add access-control hardware and repair the fire department intercom/PA and strobe systems. Staff said funding for these items will come from the maintenance fund.

IT staff received approval for a $14,651.15 budget amendment to replace two enterprise servers, two APC battery backup units, three laptops and accessories; staff said the existing servers and warranties date from 2019 and are out of manufacturer support. The council also approved a $300,000 transfer from CVB excess reserves — $200,000 for a summer media plan and $100,000 for enhanced media-buy reporting and analytics — to expand advertising targeted at the Rio Grande Valley and Texas drive markets.

Most items were approved by voice vote after brief presentations; in each case council members voted “aye” when asked and the mayor declared the motion passed. The meeting adjourned after those items.
