Design Review Board renews revocable encroachment permit at 805 La Mirada Street

The Laguna Beach Design Review Board voted unanimously May 22 to approve a revocable encroachment permit (REP 25-0586) for 805 La Mirada Street, updating a 1996 REP to reflect existing landscaping, stairs and other improvements in the public right‑of‑way.
Staff described the application as an update to the 1996 REP designed to preserve the status quo of existing improvements. Applicant attorney Chris Clark told the board the post-1996 improvements were made for safety and aesthetics and that the current application requests no new improvements; the REP is intended to protect the existing condition.
Board members said they viewed the work as a beautification consistent with prior approvals and the specific plan standards for Arch Beach Heights. The board voted to approve the REP; several members suggested the owners might seek abandonment of the right-of-way from city council in the future but did not require that as a condition of the REP renewal.
The board added standard conditions and discussed that the REP is revocable if later public need requires removal of the encroachment. The vote was recorded and passed 5-0.
